It's called 1337, in it you replace letters with symbols and numbers that look like those letters. Basically, it's a translation of a stylized rendition of the Dragon Tank manual you find the CT game just before you fight the said Dragon Tank. The comment below yours gives some pointers on how to translate the manual itself.
